Do you have experience managing public tenders, evaluating bids, negotiating terms and overseeing complex contracts? Our client is seeking a Senior Contract Management and Public Procurement Advisor to manage files involving suppliers, engineering firms and external partners. You will contribute throughout the entire contract lifecycle, from preparing tender documents and evaluating bids to monitoring contractual obligations, amendments, timelines and deliverables through to contract closeout.

Tasks

  • Participate in the planning and coordination of large-scale public procurement and contract management files, in collaboration with internal teams and various partners.
  • Contribute to the development of tendering strategies and contractual approaches aligned with operational needs, stakeholder objectives and market conditions.
  • Conduct market analyses, benchmarking activities, and industry monitoring to identify trends, risks, and opportunities.
  • Assist in the preparation, drafting, and review of tender documents and contractual documentation.
  • Contribute to the drafting and revision of administrative, commercial, and contractual clauses.
  • Participate in bid evaluations and provide recommendations on commercial and administrative aspects.
  • Manage the administrative and commercial follow-up of contracts under your responsibility.
  • Monitor contractual obligations, timelines, and supplier deliverables.
  • Participate in the processing of change requests, waivers, and contract amendments.
  • Contribute to resolving non-compliance issues, commercial concerns, and contractual disputes.
  • Prepare tracking reports, registers, analyses, presentations, and other tools required for file management.
  • Coordinate meetings, working groups, and committees with stakeholders, suppliers, and external partners.
  • Follow up on action items, decisions, and deadlines related to assigned files.
  • Participate in the continuous improvement of public procurement and contract management processes
  • Monitor regulatory, commercial, and contractual trends relevant to the industry.
  • Perform any other related duties as required.

Job requirements

  • Bachelor’s degree in business administration, project management, public administration or a related field.
  • A minimum of five years of relevant experience in contract management, public tendering, contract administration or contract-based project management.
  • Experience in public procurement.
  • Experience managing complex contracts or large-scale procurement projects is considered an asset.
  • Excellent analytical, negotiation, problem-solving, and prioritization skills.
  • Strong autonomy, attention to detail, sound judgment, and excellent coordination and collaboration abilities with various stakeholders.
  • Excellent written communication skills and the ability to simplify complex issues.
  • Fluency in French and a good command of English, both spoken and written. Functional English will also be considered (to communicate with clients approximately 30% of the time).
  • Proficiency with Microsoft Office Suite, particularly Excel.
