SPGQ MISSION Bédard Ressources has been exclusively mandated by the Syndicat de professionnelles et professionnels du gouvernement du Québec (SPGQ), which represents more than 34,000 members and is the largest professional union in Québec. The SPGQ is dedicated to studying, defending, and advancing the professional, social, and economic interests of its members. The SPGQ brings together exclusively permanent, regular, temporary, and occasional salaried professionals. With university-level training or equivalent, these experts serve the State across nearly all disciplines. RESPONSIBILITIES Under the authority of the General Management, the selected candidate provides strategic and mobilizing leadership to their teams. They oversee the management of all membership services, governance bodies, and union life — central pillars of the SPGQ’s mission. In carrying out their mandate, the individual plays a key role in promoting and defending the rights and interests of SPGQ members. They plan, organize, lead, and coordinate all activities within their sector in close daily collaboration with the executive committee members responsible for their teams. Additionally, the individual supports and advises General Management on matters related to their sector.

Tasks

  • Contribute to the development of the sector’s action plan based on strategic orientations and established values, and ensure its follow-up.
  • Support executive committee members responsible for their teams in planning, organizing, directing, coordinating, and evaluating all programs, activities, and resources (human, financial, and material) within their service, in alignment with SPGQ goals and directions.
  • Act as the primary point of contact between sector staff and the elected officials overseeing the files.
  • Demonstrate leadership within their teams in a context where priorities and directions may evolve rapidly.
  • Show flexibility in adapting activities and priorities within their sectors.
  • Collaborate with and support the Secretariat in organizing SPGQ governance bodies.
  • Guide internal working committees within their sector and collaborate with General Management in establishing organizational priorities.
  • Apply SPGQ policies regarding labour relations.
  • Participate in the management committee and keep General Management informed on the action plan follow-up and emerging issues.
  • Mobilize human resources within the sector to ensure high quality service to members.
  • Ensure the improvement and consistent, transparent application of established processes and rules.
  • Promote knowledge transfer and support the integration of new staff during team changes.
  • Participate in union governance bodies upon request from General Management or the executive committee.
  • Contribute to the organization’s strategic and operational planning with the management committee.
  • Perform any other related tasks as requested by their supervisor.

Job requirements

  • Bachelor’s degree in human resources, administration, industrial relations, or any other relevant discipline connected to the responsibilities of the role.
  • Significant experience of seven to ten years in team management or coordination.
  • Recognized as an experienced manager with strong communication (written and verbal) and interpersonal skills.
  • Ability to adapt to various challenges and support teams through organizational change.
  • Action- and results-oriented individual, versatile, decisive, and demonstrating initiative.
  • Strong ability to mobilize staff toward achieving objectives.
  • Proficient in Microsoft Office Suite.
  • SPECIFIC KNOWLEDGE
  • In depth knowledge of labour law and employment regulations.
  • Expertise in personnel relations and conflict resolution.
  • Assets
  • Master’s degree or professional certifications (CRHA or CRIA).
  • Experience working in a unionized environment.
  • Strong understanding of SPGQ operations, governance bodies, and labour relations within the public service or parapublic units, or experience within a union.
  • Knowledge and mastery of project management.
  • Knowledge of the public service environment and current context.
  • Experience organizing union assemblies.
  • Awareness and sensitivity to sociopolitical issues affecting the union sector.
