The Syndicat de professionnelles et professionnels du gouvernement du Québec (SPGQ) is a democratic union organization that serves the workers it represents with commitment and rigor. It is governed in accordance with its statutes and regulations by an executive committee composed of seven elected members working full-time. The SPGQ’s operations are also led by a Director General, supported by two service directors and over eighty unionized employees working across various activity sectors that align with the union’s mission and responsibilities. The executive committee is responsible for member representation, engagement with union bodies, employer representatives, and external partners. Tasks

  • Reporting to the SPGQ executive committee and working closely on a daily basis with the president, the Director General is responsible for:
  • Leading the strategic planning process.
  • Developing an action plan, monitoring its implementation, and updating it annually.
  • Defining and executing all activities necessary to achieve the SPGQ’s mission.
  • Implementing proactive strategies in synergy with the organization’s various departments.
  • Planning and managing all operations and human resources, while collaborating on financial management to support the organization’s development in line with its strategic objectives and governance rules adopted by the executive committee.
  • Ensuring the quality of services provided to members by supporting key projects across the organization.
  • Supporting the executive committee in its role by identifying and evaluating risks to the organization—whether they concern members, staff, suppliers, or reputation—and recommending measures to mitigate those risks.
  • Understanding and respecting the importance of the roles and relationships among the union’s various bodies.
  • Leading the implementation of an operational plan, ensuring that its goals and objectives support the SPGQ’s strategic directions.
  • Mobilizing human resources while ensuring compliance with bylaws, collective agreements, and applicable laws to maintain a healthy, effective, and efficient work environment.
  • Recruiting, motivating, developing, and leading a team capable of achieving SPGQ’s objectives and meeting established service standards.
  • Leading organizational change and assuming leadership in managing transitions.
  • Overseeing the transfer of knowledge during executive committee election cycles.

Job requirements

  • Bachelor’s degree in administration, industrial relations, or another relevant field (or equivalent experience). A graduate degree is considered an asset.
  • A minimum of 10 years of experience in senior management or equivalent leadership roles.
  • Experience working with a board of directors and strong knowledge of governance principles.
  • Experience in public administration is considered an asset.
  • Strong knowledge of the union environment and of Québec’s economic, political, and social issues (an asset).
