Tasks

  • Under the authority of the General Management, the successful candidate will act as a strategic leader in the enforcement of collective agreements and the management of labour relations, serving members working in the public service. They will supervise the teams responsible for interpreting collective agreements and providing support to members regarding work organization. The candidate will advise management on sectoral issues, lead the implementation strategies for agreements, and ensure the quality of services provided.
  • Plan, organize, direct, and coordinate all activities related to the enforcement of collective agreements and the management of labour relations for public service members.
  • Provide advisory and representation services to members on any work organization-related matters.
  • Supervise, mobilize, and support a team of specialized professionals to ensure service quality, skill development, and team cohesion.
  • Analyze socio-economic and legal issues affecting members, recommend appropriate actions, and advise management on strategic directions to prioritize.
  • Actively contribute to conflict resolution, complaint management, case follow-up, and representation of members in various instances.
  • Develop, update, and ensure compliance with internal policies, processes, and practices related to their area of responsibility.
  • Collaborate with general management and other departments to support the organization’s mission, strategic, and operational objectives.
  • Actively participate in union life and represent the organization with external partners as needed.
  • Perform any other related duties within their department.

Job requirements

  • Bachelor’s degree in Human Resources, Industrial Relations, or a related field relevant to the responsibilities of the position.
  • Significant experience of at least seven to ten years in the enforcement of collective agreements, labour relations, or member services in a unionized context, preferably in the public sector.
  • Recognized managerial experience, with strong skills in communication (both written and oral) and interpersonal relationships.
  • Strong analytical and synthesis skills.
  • Ability to adapt to various challenges and support work teams in change management.
  • Action-oriented, results-driven, versatile, decisive, and initiative-driven.
  • Ability to mobilize staff toward achieving objectives.
  • Proficiency in Microsoft Office Suite.
  • Professional certifications (CRHA or CRIA) (asset).
  • Experience working in a unionized environment (asset).
  • Good knowledge of SPGQ operations, its bodies, and the labour relations environment in the public service and parapublic units, or experience within a union (asset).
  • Familiarity with collective agreement articles related to Ministerial Committees for Labour Relations or the Labour Relations Committee (asset).
  • Good understanding of the public service and the current context in which it operates (asset).
